Registro de Empresas Acreditadas (REA) for companies not established in Spain
The “Registro de Empresas Acreditadas (REA)” or Registry of Accredited Companies in English, aims to accredit that companies operating in the construction sector comply with the requirements of capacity and quality in occupational risk prevention. Any company intending to be contracted or subcontracted for work on a construction site must be registered in the REA, dependent on the labor authority where the company’s headquarters are located.

For companies not established in Spain that move their workers to provide transnational services, a simplified registration procedure is anticipated, characterized by the following particularities:
- Registration will not be necessary for displacements of less than 8 days.
- The first displacement communication required by Article 5 of Law 45/1999, of November 29, will have the nature of a registration application, to which must be attached the declaration on compliance with the requirement of business solvency and quality (Annex I.A model Royal Decree 1109/2007). From the moment of communication, they will be considered provisionally registered until the labor authority effectively registers or denies registration in its REA.
- In subsequent displacement communications, the registration number in the REA will be stated.
The preliminary displacement declaration must be transmitted to the competent labor authority of the Autonomous Community where the workers are going to be relocated. In Spain, there are a total of 17 Autonomous Communities, each with its own declaration form, therefore, there are a total of 17 different declarations.
